It looks like that should be a legal space. Lots and lots of driveways have a similar amount of visibility for pulling out, with vehicles parked up to the edge of the driveway on both sides.
Please don't try to sic the government on people for parking there, robbing them of hard-earned money, when there is a shortage of legal places to park.
